This year’s theme is “Election Security“.

Phil GURSKI (Canada) will discuss the recent rise of domestic behaviours over cyber social media spaces whereby individuals, possibly located domestically and/or foreign, are inciting Canadians to rise together and (1) overthrow our Federal Government, (2) take physical action (kinetic response), and (3) assisting other Canadians in performing illegal activities resulting in kinetic harm. All of which is causing confusion and a diminished level of trust in the current Federal Government during an election year.

We then follow-up with a discussion on Sovereignty in cyberspace. What are the obligations of a State and how does sovereignty in cyberspace apply? Where do the members of the Five Eyes community stand with the application of cyber sovereignty? Neal KUSHWAHA (Canada) will discuss sovereignty in cyberspace, evidence, and the responses States are able to make within the confines of International Law.

Upon having defined the type activity happening (smaller doses) in Canada, and our ability to manage cyber behaviour within the confines of International Law, we bring out two international legal experts: Dr. Tassilo SINGER (Germany) and Asha RANGAPPA (United States). They will discuss the impact of cyber espionage and sabotage on the DE2017+EP2019 elections and the US2016+US2018MT elections respectively. So now that we know what foreign actors are doing, and can attribute them to various nation states, what legal actions can Germany and the United States take?

Said MOHAMED (Canada) takes the session a step further as he shares his research with supporting data on cyber events causing death.

Finally, double doctorate and forward thinker, Dr. Bruce WATSON (Netherlands) exactly how quantum computers function, how different are they from conventional computing, what is the math behind them, and the challenges the industry brings.
